I'd like to register as an Adult Leader, what do I need to do?
If you haven't already talked to our Cubmaster or Committee Chairman, please reach out to them to discuss your interest in becoming a leader.
Once you know what position you will be filling, you will need to complete all 3 parts and all of the steps in each of the parts: Application, Clearances, and Training
Application:
- Start by filling out the Adult Application (not currently available online as it is being updated but link will be updated soon). You will need to acknowledge the Declaration of Religious Principle and the Scout Code of Conduct.
- Once you have your form completed including signature, give it to the Cubmaster. For convenience you can scan and email it to the Cubmaster.
Clearances: There are 6 steps here please make sure to complete each one.
- Background Check Authorization Form - Print, sign and scan.
- The Pennsylvania State Police Criminal History Clearance (no fee) - Complete online and save your file for submission.
- The Child Abuse History Clearance (no fee) - Complete online and save your file for submission.
- Either the FBI Fingerprint Based Criminal History Clearance (for those who have not lived in Pennsylvania for at least the past ten consecutive years) or the New Birth of Freedom Council Disclosure Statement Application for Volunteers (for those who have lived in Pennsylvania for at least the past ten consecutive years.) There is no fee for the Volunteer Disclosure, and the fee for the FBI clearance is $25.75.The supplier that is providing the FBI fingerprinter on-line services is IDEMIA and their locations are called IndentoGO Centers. The link is www.identogo.com/locations/pennsylvania.
- Click on “Digital Fingerprinting.” On the next screen, enter the Service Code, which is: 1KG6ZJ.
- Click on Schedule or Manage Appointment.
- Click on Locate an Enrollment Center first to find the location for providing your fingerprints that is closest to you, then go back to the Schedule an Appointment option. The company is continuing to add new fingerprinting locations.
- Follow the prompts for completing the required information and printing the registration form to take to the fingerprinting location.
- Upload the results of all 4 above steps: background check authorization form and the three (3) clearances/disclosure to the Council via their upload link
- Once received, our local BSA Council will process your paperwork and if everything is in order you will receive a PA Child Protective Services Compliance Certificate from our Council. Please email a copy of this certificate to the Cubmaster.
Training:
- You will need to complete online Youth Protection Training. You don't have to have all of your clearance before completing this and you don't even have to have completed your application. If you don't have a login, you will be prompted to create one. Please you use the same email address that you use on your application to avoid issues with getting credit for the training. Follow the steps on the BSA website to complete the training.
- Once complete, email a copy of your certificate to the Cubmaster.

What is the Declaration of Religious Principle?
The Boy Scouts of America maintains that no member can grow into the best kind of citizen without recognizing an obligation to God and, therefore, recognizes the religious element in the training of the member, but it is absolutely nonsectarian in its attitude toward that religious training. Its policy is that the home and organization or group with which a member is connected shall give definite attention to religious life. Only persons willing to subscribe to this Declaration of Religious Principle and to the Bylaws of the Boy Scouts of America shall be entitled to certificates of membership.
